Investment in professional training and new technologies has the potential to dramatically boost productivity and safety in the construction industry. However, the structure of labor and business relations in the construction sector leads to a structural disincentive for contractors to invest in workers’ training or in being the first ones to test out new technologies.
About Shay Biran:
Prior to taking over as CEO of the Fund in November 2020, Mr. Biran held several high-ranking positions during his eight years’ period in the Histadrut (Israel’s labor union), the last of which was VP of Economics and Policy. Prior to joining the Histadrut, he served as the head of Solvancy department in the Capital Market Division of the Ministry of Finance.
